Is MFT Gateway needed to set up 2 MFT Servers in an active-passive high availability (HA) configuration?

No. You don't need MFT Gateway for this. JSCAPE MFT Server already comes with a failover feature that will allow you to set up an active-passive HA configuration. 

This page in the documentation provides instructions for setting up failover. Note that this feature only synchronizes configuration information from the active server to the passive server. It does not synchronize user files. 

To make sure that user files are synchronized between the two servers, you can either deploy a shared storage system like a NAS (Network Attached Storage) or you can set up file synchronization.
